I more often than not disagree with the American film critic Roger Ebert (official site), but I do enjoy his writing and he is an often astute observer of the film industry. Here is his essay about the films he considers the best of the last decade.
Of the films on his list I have seen (IMDB links...) The Hurt Locker, Monster, Almost Famous, Adaptation, Bad Lieutenant: Port of Call New Orleans, Kill Bill Parts 1 & 2, Minority Report, No Country for Old Men, Pan's Labyrinth and Waking Life.
I plan to check out the rest.
I agree that all those films are great with one strident exception: Minority Report. I fucking CAN. NOT. STAND. anything Tom Cruise does, that one-note actor and vehement Scientologist asshole. He is just a terrible actor and nothing that the recent sell-out Spielberg can do can can fix that.
